What is Meta Retargeting?
Meta retargeting means using eligible first-party or engagement data to advertise to people who already have some relationship with your business. Meta normally handles this through Custom Audiences rather than a campaign type literally called “Retargeting”.
Where is it seen?
People in an eligible Custom Audience can receive ads across the Meta placements supported by the campaign, such as Facebook and Instagram, subject to the selected objective and placement settings.
What does it look like?
A retargeting ad does not need a special visual format. It can look like the same Feed, Stories, Reels, carousel, video or other eligible ad type used for prospecting; the difference is the audience logic behind the delivery.
How does it work?
Custom Audiences can be built from eligible sources such as website activity, app activity, customer lists or engagement with Meta properties. The campaign then uses that audience as part of its targeting or audience strategy.
The advertiser must have the necessary permissions and lawful basis for any customer data it supplies.
Is it instant? How long does it take?
Retargeting requires an eligible audience source and enough matched users for the campaign to deliver effectively. Website and customer audiences can therefore take time to populate, and availability depends on privacy, consent and platform rules.
Why can’t I see it?
Being part of a Custom Audience does not guarantee that a person sees an ad. Meta still decides delivery through the auction, and campaign budget, frequency, placement and optimisation all affect exposure.
Who decides what appears?
You control the eligible audience sources, customer data you are permitted to use, campaign creative and budget. Meta controls matching and auction delivery and does not provide the advertiser with a list identifying which individual Meta users were matched.
Is it paid or organic?
Retargeting is paid advertising. Prior engagement makes someone eligible for a paid audience; it does not boost the organic ranking of your Facebook or Instagram content.
What does it cost?
There is no separate fixed retargeting charge. The campaign uses Meta’s advertising auction, so cost depends on audience size, competition, creative, optimisation goal and the inventory where the ad is served.
How do you know if it is working?
Measure conversions, cost per qualified outcome, purchase value, frequency and how retargeting performs compared with prospecting audiences. Because these users already know the business, attribution should be interpreted carefully rather than assuming every retargeted conversion was created solely by the ad.

No. Meta’s Customer List Custom Audiences terms state that it does not disclose to advertisers which individual users make up the matched audience.
Why can small retargeting audiences become expensive or repetitive?
A small audience provides fewer eligible people and auctions, so frequency can rise quickly. Audience size, exclusions, creative rotation and campaign structure should be monitored.
